POSITION: Human Resources Officer
LOCATION: BHC Building, 3rd floor, Kacyiru, Kigali-Rwanda
REPORTS TO: Managing Director

Inkomoko is seeking a Human Resource Officer to manage all HR-related tasks for our growing company, now currently at 33 staff in our Kigali office.

Reporting to the Managing Director, the HR Officer will be responsible for both compliance and also maintaining a great organizational culture.


  • Manage all HR tasks for in-country Rwanda staff and consultants
  • Recruiting: Develop job descriptions with the hiring manager, post open positions, and screen applicants for the hiring manager in alignment with organizational values and position skill needs, and conduct interviews
  • Hiring: Write offer letters, negotiate starting salary in accordance to company salary bands, and conduct referee checks
  • Dismissals: Work with managers on discipline letters and dismissals, if appropriate
  • Ensure compliance to all Rwandan labor laws with respect to staffing and benefits
  • Support company managers to implement annual 360° assessment of all staff
  • Work with managers to identify professional development needs for their staff and create PD plans for staff


  • Provide on-boarding of all new staff, consultants, and volunteers, to help them understand and maintain office culture
  • Work with the Managing Director to organize the annual staff retreat
  • Identify and implement ways to support the existing office culture, including our core organizational values that “people are the source of all great things.”
  • Supervise the Receptionist/Office Manager to ensuring the physical office is prepared well to support all staff (office is running smoothly, including utilities, client reception, office supplies, cleaning, conference room coordination, etc.)
  • Provide guidance to staff on maintaining positive working relationships, professionalism, and adherence to company policies and values.


  • Work with Accounting Department to manage on-time payroll and employee taxes
  • Implement systems for HR management, including tracking leave and benefits
  • Manage annual contracts for health insurance
  • Advise on trends related to benefits to ensure cost-effective competitive advantage to the company
  • Maintain updated employee manual, staff list, organizational charts
  • Create and implement company policies that ensure safety of employees and create a positive work environment (travel advising, transport policies, nondiscrimination and harassment policies, etc)


  • Provide occasional assistance to Inkomoko client, serving as a reference for their HR needs (including reviewing job descriptions, employment contracts, etc)
  • Provide occasional trainings to Inkomoko clients, sharing HR best practices to improve client capacity
  • Advise your Inkomoko colleagues so that they may best support the HR needs of their entrepreneur clients

Qualifications include:

  • Proven track record of Human Resources management in East Africa
  • 4+ years of work experience in relevant or applicable field
  • Experience leading teams and promoting organizational culture
  • Absolute confidentiality and discretion is required of this sensitive position
  • Understanding of Rwandan labor law
  • Fluent in written and spoken English, French, and Kinyarwanda
  • Undergraduate degree required
